In the very bottom left, a "Prof. Dr. J. [?] Keßler" (I think? bad resolution) is marked as the author from what I can tell.
It is 1:500000 (with the exception of the set-in of the African coast, which is 1:22,500,000) and was given out by the "Carl Flemming AG" in Berlin and Glogau.
